Retirees desperate to end up in jail
For some years the number
of people incarcerated over 60 years old has increased sharply as some
Japanese retirees voluntarily surrender to prison. They know they
will be housed, fed and cared for almost for free while annual
allowances that the government gives them are 25% lower (¥ 780,000 - $ 6,900)
than that they need to live (¥ 1,003,000 - $ 8,900).
Crime figures show that about
35% of shoplifting offences are committed by people over 60. Within that age
bracket, 40% of repeat offenders have committed the same crime more than six
times.
The main problem is that the
law is severe; indeed the fact of stealing a ¥200 ($ 7.80) sandwich can lead to
two years imprisonment. These two years of jail will cost the government
¥1.4M!
The other problem is
that the population is aging: there will be more elderly people. Seeing that
the allocations for the retirees are low, shoplifting will certainly
increase and the government will pay more to host these retirees in
jail.

retraités se rendent volontairement en prison.
Ils seront logés, nourris et soignés « quasi »
gratuitement quand la pension annuelle que le gouvernement
leur verse est 25% plus faible (780 000¥ - 6 900$) que ce qui leur
est nécessaire pour vivre (1 003 000¥ - 8 900$).
Les chiffres de la criminalité montrent que près de
35% des infractions de vol à l'étalage sont commis par des personnes de plus de
60 ans. Dans cette tranche d'âge, 40% des récidivistes ont commis le même délit plus
de six fois.
Le problème principal est que la législation est très
sévère : voler un sandwich à 200¥ (7.80$) peut conduire à deux ans
d’emprisonnement. Ces deux années de prison coûteront au gouvernement 1.4M$ !
L’autre problème est que la population est
vieillissante et comme les pensions de retraite sont faibles, le vol
à l’étalage va certainement augmenter et le gouvernement va payer plus pour
accueillir ces retraités en prison.
